If your phone powers on at all there's still hope, it's pretty hard to perma-brick a GS2. I've done some pretty dirty hacking on mine and it's never been beyond reflashing with Odin, odd that you're having so much trouble.

Default help rooting

Recently upgraded my phone to ICS 4.03. The build number on my bell galaxy s2 gt-I9100M is IM74K.UGLD3. Can anybody explain how and what program to root my phone?

Read about different kernels on the forums here. I use siyah kernel as stated above. There are stock rooted kernels available. Read the forum on odin flashing also found here on xda. Make sure you do enough research on the proper use of odin and proper kernel. Flash the kernel and away you go...

Curious to know what Radio everyone is using with ICS? I've just flashed Resurection Remix 2.0 and the stock KI4 modem and it's not working for me (phone is good but no data)...

when I was on resurrection it did not have the apn settings for bell.had to put them in manually.
I'm using the lpf modem as it seems a bit faster than ld3

I'm also curious about that too. Especially people with Bell and subscribed to their mobiletv service. KI4 was great when I had it for GB but now it's kinda shady with ICS. Tried the new XXLPX AND XXLPQ but neither are compatible with the mobile tv service. Data otherwise is fine though....

The issue with mobile tv is you can't use it with an insecure kernel (ie rooted), nothing to do with the modem.
