Not necessarily.

They share the same source code (edit: more accurately code source), that's it. You can build a ROM from source if you wanted to, and it would be a "kang". Officially known now as "unofficial".

the CM9 official ones yes

the kangs usually are, but might not be 100% current to the official ones.
