Same thing as IN are for India, CE3 for Central Europe 3, NCB is for Nordic. Shorten letters for region.

Erm what? You mean link for custom roms based on official android 4.0.4? I'm afraid you will need to go trough dev sections and find them.

After modifying build.prop restart phone and then connect it to PCC. Though I don't know if update for CE1 is available.
