I have no idea whether it's because the hardware is insufficient or the Sony developers are not capable.

I have no other option but to dissuade others from this supposed "upgrade".
+1 here, I felt even that I have a new phone after rolling back to GB!! Fast and smooth again

The camera quality is very very low compared to GB. This was the main reason i downgraded from 4.0.4 to 2.3
I hope sony will fix this issue..

I am a bit confused as arc owners writing that camera is not that good as in GB.
Latest official ics update has buggy camera for arc s too? I didn't update yet my arc s. If any arc s owner suggest me that should i upgrade it or not?

I would say don't upgrade. ICS for Arc S is buggy, laggy and not worth the effort if you like your phone. Sure, you will get som eye candy and a better dialer, but that's it. After a week I couldn't live with the lag anymore and downgraded to GB.
Mind you though that oppinions are subjective and individual; not everyone is using their phone in the same way. For instance, right after upgrade everything seems very nice, but after some time and some app installation, things gets really slow.

This was ICS 4.0.3. I haven't been following up since and I don't know if 4.0.4 has been released for Arc S like it has for Arc. Maybe someone can share their experience on 4.0.4 - if it's out.

4.0.4 on Arc S is much much smoother than 4.0.3, almost like GB. I think that camera quality is also better, but still not like GB.
Don't be afraid to hit the button if I helped you!

So, as I always give chance to ICS whenever newer update for it comes along, I updated today and running now on Arconium 4 (4.1.B.0.431). This is the one of the lightest ICS there is, but it is still not as smooth as Gingerbread, still I will use it for some time.

Like I said before, GB is the optimum and efficient android version for Arc/Arc S. We can only hope for an ICS that would come close to it.
32GB LT15i on Arconium 8.2 | DoomKernel v22 | V6 Supercharger U9RC11
ST25i on rooted & supercharged 6.0.B.3.184
GT-P7510 on XWLPC | A1395 on iOS 5.0.1

A few days in now since going back to 2.3.4
Loving it and in a weird way I like the idea that ics is waiting in the wings if I ever plug my phone back into the laptop but,I'm hoping before that happens that android will do some alterations and bug fixes first.
Will it happen? To be honest,I couldn't care less- gingerbread still kicks a** and in my eyes will ALWAYS be better than ics
