Set CPU

I had a query regarding the set CPU app. Does it have to show in the running tasks/ task manager always to be active?
Also I would appreciate if you'll list the must have apps for our rooted devices...

Titanium Backup is a must have of course, root explorer and wifi kill is nice to have ^^

and i dont think set cpu will always show in the task manager if its running.. it works in the background most of the time..
