it was a bug for all tablets and I seen in their gerrit there was a fix and I assume it will be in build 40.

Did you try that build 39 on Goo? Maybe it's the fixed version--they evidently have found the bootloop fix--but I don't know if it was incorporated into that build or not.

Tried it, no joy. Finally got it to the opening screen once, but when I hit the off button, it would not come back.

After a Tilt, TP2, and Inspire 4G I have had it with HTC's software updates, so I have a Galaxy S3
Better than iPad, I got a Galaxy Tab 1.01 before they were made illegal

why CM roms have no file explorer

But I think file explorer is necessary. To view your files. I think the developers of CM9 must think on it.

You can download it from the market.. there's no reason to add bloat
