Because the base of themes would be the frameworks.apk. Since 7510 and 7500 are very different when it comes to the frameworks, it makes it almost impossible to interchange them. Plus there are many different bases for every model, so even themes made for the 7510 could very from base to base. Hope this helps.

For the 7510, yes but not 100%. These are made for Task's ROMs and his and mine are different bases. The 7500, no. Too different.
