Official Microsoft tool has always worked for me.

You have to enable the boot priority in bios and move the usb to top. Also you need to enable option in bios to enable it to boot from external devices.

Not used the phone but I followed it for a while coz of the intel processor & it is pretty good. Even though the processor is single core it could stand up to high end dual core phones in benchmark tests & also battery life. Intel's first offering is pretty impressive & it will only get better.
