Still possible that you need other kernel modules or libs to access the tegra2 functions which are needed for Googles "Project Butter". And then again without updateted binaries from LG or sources from Nvidia it could get complicated.
But yes, the probability to get JB on top of ICS is higher than to get ICS on top of GB without new drivers.
In the Iconia A500 part of this forum, a user is already porting (SDK-porting) JB to the A500. What is missing in the port is audio and WiFi, but progress is fast. The A500 is a Tegra 2 device.
I will not go into the differences between the tablet, phone and drivers, I'm not a developer. But it seems that it is very possible that, as you say, the probability to get JB on top of ICS is quite good.

If that's true, then it means it is possible for a JB build to be built for the o2x right now, of course still with the limitations as current ICS roms.
I think that 'project butter' is one of the main things missing on android devices since the OS's birth. For the o2x thats even more, considering that the phone has never been buttery smooth on GB, no matter what ROM/OC/Kernel combination used. There have actually been some long discussion about this in which i have participated. Scrolling through menus, home screens (even on many 2D games like bubble shoot) etc always has 'periodic' hiccups and screen tearing. My 3 year old Acer Liquid E IS buttery smooth in all of the above (except games), comparing to the o2x thats not (No placebo effects here, the comparison is completely obvious without a inch of doubt). I wish i could make a video of this but unfortunately i have no extra camera and I'm not sure this can be clearly shown in a 30fps video.
EDIT: Excuse the off-topic rant, flipping through homescreens with the Liquid/O2x side by side just gets me mad.. 1st gen Snapdragon (underclocked) beats Tegra2 (same launcher, both CM7).. Oh well...

i believe 2x screen refresh rate is 72 hz ? which is a really odd number, maybe has something to do with it. but really, i dont care much about this, if i dont think about it

Im pretty sure its 72 yes.. 60 doesn't feel entirely smooth so they probably put 75hz screen in just to make it seem like the best phone in the market.

1 thing you may have forgotten to mention or you might just not know, everything you said to be slow or buggy on the o2x hhappens on cm7 i agree, but its a lot and i do mean a lot smoother when scrolling and so on if you use stack based roms, idk why, but its a fact.
