chrome is what i use! yesterday i checked it on my phone,just now i checked it with chrome,still working fine for me.
maybe you have a firewall or antivirus blocking it? sorry,you had trouble. at least it worked on a different browser.

what do i do now that it says security warning? It is locked and S-ON. But it stays in the HBoot screen, I have tried to flash both the PG05IMG no hboot and PG05IMG hboot. It seems that it may have not taken the stock ROM. I rooted with revolutionary.

Now that you are s on,you'll have to run the full,signed ruu.

Returning to stock from a root from like the first week of tb, so i'm assuing default eng hboot. flashed the first part, and when the phone finishes boot there is no network connection. I have full bars, but no data. erp!?!
Strike that, did a reboot("Have you tried turning it off and on again?") and suddenly back to 4g, completing process now. ty
Fml, the second file would flash, because it was only 310kb, clearly not the full size file. tried downloading it again, mediafire insists its only a 310kb file...

the second file is just the hboot,and is in fact a file size of 310.97kb,confirmable with the md5 provided. hence the filename "hboot_only"
so you are quite correct-clearly not the full rom.
the link and the md5 for the 2nd file(PG05IMG_hboot_ONLY_2.11.605.19.zip_) are accurate. (i promise)

When I attempt to flash PG05IMG_hboot_ONLY_2.11.605.19 (the last one) it says bypassed and does not turn S-ON, can anyone fix this issue? My phone has been also stuck on a boot loop.

this "issue" is exacly how it is supposed to work. it keeps your s-off,in the event that you have to run RUUs or accept OTAs,and is the reason that the procedure in the OP exists.
if youre just trying to fix your phone,then you just need to falsh the "no_hboot" file. turning s-on will not fix your bootloop,and will limit your other options for recovery.
if youre trying to remove s-on to turn the phone in for warranty,you need to place the phone in fastboot,and follow all the directions in the original post.
