Hello,
Here is a zip you can flash from recovery. It contains the apks and the libs to get the program working. I would suggest wiping cach and dalvik before flashing.

thanks for both APK and recovery image.
for some reason I couldn't install.
I unlocked the HTC bootloader and installed 1.78 EU retail edition. (through nandroid restore).
That has the HTC Locations app working.

could you please share it with me? I need this app but links are down.

The APK's didn't work so I ended up flashing OTA_Ville_U_HTC_Europe_1.78.401.2-1.53.401.2_release_258562piuubd9lrapskwje.zip file.
HTC Locations worked well on this ROM.

Turns out HTC locations navigation requires license after 14 days (or 30?) therefore I stopped using it.
Google offline maps is good, lets you cache (for offline use) entire region maps as one tile (upto 87Mb); I guess it allows multiple tiles as well; But the Google Navigation (for route etc..) still require data connection.
