Part 1
1. Go into Settings
2. Accounts and Sync
3. Select EACH Account one at a time and uncheck Contacts
4. Confirm step 4.

Part 2
1. Go into Settings
2. Application Manager
3. Press the All tab
4. Select Contacts app
5. Choose Clear Data then Force Stop
6. Choose Contact Storage App
7. Choose Clear Data then Force Stop

Restart to be safe. Enjoy.
