Troubleshooting: 16GB Nexus 7 thinks it's an 8GB model

I just got my 16GB Nexus 7 yesterday. I plugged it into my computer for the first time after turning it on, and it said that it had 13-point-something gigs of usable space.
However, it seemed a bit buggy when transferring files: it wouldn't show files that I dragged to the internal storage folder when I clicked the folders in explorer, and whenever I tried to navigate through the storage folders in Windows, it would say that there was one file ("Local Disk") in each folder, but nothing else. The files were actually there, but they just wouldn't show up.
I rooted and unlocked, flashed stock, and lo and behold, when I plugged it back in, it said that my device only has 6.02GB of storage. I have now flashed three different ROMs, reformatted and cleared everything in CWM, and flashed stock a few times, and nothing seems to help.
Before you say "OMG YOU GOT RIPPED OFF", I should say that I've already verified that the serial number of my device corresponds to my box, which has a label clearly specifying 16GB.
Has anyone else had this issue, and does anyone have any advice besides sending it in to ASUS?
