They are really quite equivalent. I use Nova, but Apex is just as good.
Yes these are for 4.0 and above.
Days of free media are almost over as the biggies look for more revenue streaming from your wallet... ...Don't believe me? Take a look at all the flagship models now being sold WITHOUT microSD card slots.

I have used Apex for a long time but recently found Nova to emulate Jelly Bean more. For example, you can speed up scrolling which I assume feels more like project butter, and it has Jelly Bean transition animations. So I have been using that lately and honestly, with the Ice Cream Jelly theme and google now installed, my phone feels a lot like jelly bean right now.
My Devices:
Galaxy Nexus / HP TouchPad (Both on Jelly Bean)
Droid X2
Palm Pre Plus
Palm Centro
Everything before that doesn't matter.
