Is this question Neatrom related? - last Neatrom is UHLPS, or you are talking about next release?

OK. Back to the topic: Both kernels are safe - have MMC_CAP_ERASE disabled. But this questions were asked many times on many threads - it's just to use search button or read OP of the kernels' threads.

 
My current setup:
Device: SGS2 (i9100)
Kernel: Siyah6.0 beta 4/SuperSU
CPU: 100-1000MHz/UV, pegasusq/sio
GPU: 5 steps (54, 62, 108, 160, 267 MHz)/UV
ROM: JB 4.1.2 XXMS1 NeatRomLite v4.4
Theme1: JB Style Reloaded by Crussader
Theme2: Blue Theme by MyLifeRocks10

I think you can safely try either kernel and see which one you prefer.
SpeedMod is closer to a stock kernel whereas Siyah has many more features especially when combined with ExTweaks app from the PlayStore.
As far as your chance of a hardbrick, one can never say never in this regard but your chances are extremely slim and generally will not be because of anything to do with either of these kernels.

can't wait to flash, but still at work...
