Wrong section. This is for the Galaxy S3 not the Galaxy Note buddy.

Nope, the link takes me to an article from July about installing ICS on your NOTE.

Anyone know why kies says note is not upgradeable through kies...drivers and everything installed correctly...did the update get pulled

Are you rooted ?
Kies will see a rooted device as having " privileged commands " if you have a custom or altered recovery or boot loader ...
Verify that you are "stock "....before attempting to use Kies for upgrades ...
Otherwise, another method must be used ....like Odin ....g

Are you stock? Stock modem too?
