You can also in the Goo.im app hit the menu button and then tap "Install OpenRecoveryScript" and itll take you to the d/l and install for you

I had the same problem. Using the link in the OP, I went to the TWRP site and searched for "i717". I select to download TWRP for Galaxy Note i717. The only "Direct Download" option for TWRP on that page is 2.3.1.1
Anyone else having the same issue?

Just tried the twrp 2.4 update for the i717 found in goo.im and it put my device into a boot loop. Maybe a bad flash. Goo manager automatically installed it for me after download. Oh Well ...back to stock.
