It has a typo in the latest build number 'JDP39' should read 'JDQ39'. However, the interesting part is the reference for JDQ39\4.2.2 for the Nexus 4.

So now that the branch is available, what's stopping us from just pulling that branch and building a ROM from source for the N4?

Missing binaries. They have not been made available yet.

They take them out from the 4.2.1 stock ROM we don't have 4.2.2 stock rom.
