Yes it can be, as the kernel will reduce charging current if the current drawn is unstable.
The Sammy cable is just as crappy as the charger itself
Honestly, best is to use any other 1A/h rated charger with a quality USB cable (I use those I got with my htc Sensation)...

I have a 2ampere charger of my galaxy tab 2 now if I use normal s3 stock cable with that charger that is I put this cable into USB charger of tab 2 and charge my s3 after setting charge rate in ur kernel to 1500 my battery will not fuse right as charger will supply only 1500 right not 2anpere as phone is demanding only 1500ma

Right, the phone will take what the charger can give up to what you set in Aroma :
Setting it to 1500mA/h in Aroma, and
- using a 1000mA/h charger, will charge at 1000mA/h.
- using a 1500mA/h charger, will charge at 1500mA/h.
- using a 2000mA/h charger, will charge at 1500mA/h.

PS: I would not use the stock cable, though, it has issues with 1A/h already because it's of bad quality, so I'd advise you to rather use a different one.

What issues would it harm the device in any way
also would it harm the charging mechanism of battery in any way(it refers to charging at fast rate)
And if u say that it would eventually fry the battery that is harm it in the long run please specify the long run a rough idea 2monts 1 year etc

Don't know if it would damage anything, but it sure is not as should.
The kernel has a mechanism to throttle down charge rate (on AC from 1A/h down in steps of 100mA/h I believe) if the current from the charger is unstable (which is the behaviour on the crappy stock charger).
It will at least give a variable charge time as it might charge fast one day, slow the other.
Samsung must be aware of it I think, there are enough threads about this problem, as they dump quite a log of debug info in the kernel log from the charger code ... but then again, they dump a hell of a lot in the kernel logs anyway

A charger that is labeled to give 1A/h, well, just should do that, and give proper 1A/h constant current. Samsung's sure does not do that, so it's not as it should be.

I don't think it could damage the phone, but it might not be ideal for the battery if it's charged at rates that change during one single charge, but I'm no electical engineer, so my knowledge doesn't go that deep into this, that's electrical hardware stuff, not software development
All I know is :
a) Sammy's charger and cable is crap
b) my htc Sensation charger and cable is of way better quality
a + b => I use the htc charger and cable
And I never had a single issue with charging.

PS: htc's charger is also 1A/h, so can't tell about fast charge on AC, I only use 1A/h on USB because of my car charger that is detected as normal USB port and phone would charge slow (475mA/h) even if the charger is labeled and gives 1A/h properly.

Maybe I can reassure you. I've been using a 1.5 amp iphone charger with the 1500 setting. I have had zero issues. I have now purchased a 2 amp charger and have been using it for the last week. There are no problems and as expected it charges at the same rate as the 1.5 amp charger.
My battery is now 8 months old and preforming just as well as when new.
I use battery monitor widget to monitor my battery and I have not noticed any increase in battery temperature while charging at 1.5 as opposed to 1 amp.
As a general rule high temperatures are the enemy of battery longevity.
IMO the only scenario you need to be wary of is using the 1amp setting for USB charging. There is a theoretical potential to damage your computer's usb port if you have an old computer that does not have usb 3 0. The other issue that may arise is if you use your phone for navigation on a hot day while plugged into the car charger. In this instance your battery will get very hot. Even here there is a failsafe though. You will get a popup screen telling you the battery temp is too high and that charging has been disabled. Very annoying. I have had that happen once so I tend not to use usb fast charge as a rule
I would add the caveat that this is my experience only and not a recommendation. As with anything outside the normal parameters of these devices you do so at your own risk.
The only thing I would say with certainty is ditch the stock Samsung charger and use the Samsung cable for data transfer only.
