Clean install fixes the issue, and don't restore data.

I was and to fix it without a full wipe I just extracted the settings app from the rom and pushed it with root explorer and it fixed it. I did have to restore my settings though. I think what is happening is you were running ripple effect before flashing and then it defaults to the Acer lockscreen and causes it to freak out.

Where did you take the settings app from? What folder in the rom? SecSettings.apk?

Yes secsettings.apk I think it is in system /app
