don't know for sure, but it's presumed. indications the system will be mostly open. Ouya said some of the system will be closed, but may be opened later.

She specifically stated that "if you want to root it, then root it" in one of them.

I second that ...I think a rooted console would be totally BA, especially if it doesn't support netflix and hulu out of the box
