95% of cases with crazy problems like your users are able to solve through fresh CLEAN install. It was told here hundreds times. CLEAN install. Factory reset, wipe cache, dalvik, system, preload and than install rom. You can use speciall scrip for cleaning as well. Don't complain if you install rom over other one without cleaning. I always do full cleaning before install even different versions of the same jb 4.1.2 and I never have any problems.

Its not clear to me is it when on wifi with your phone or is it 3G

There were many beginners coming here with very similar problems and the first question what everybody ask them is did you make clean install. Yes I'm looking in my crystal ball and I see you didn't make clean install Go and do it.
i just made a full wipe before flashing this rom...i thought the rom would flash modem by itself, it didnt?

Okey then i suggest
You use philz recovery
And go to philz settings clean before install rom..
Try that if that dosn't help we have to change your kernel..
For me atleast the signal is not that strong on stock kernel.. (signal means betveen your router and phone not download speed..)

See I remember time when I had strange problems with my NeatRom. I had over a year and a half of expires with custom roms and I really had a hundreds of them in my phone. But I didn't know about that I was doing wipe not complete without preload. Honestly my phone was behaving wierd. Everything was ok and than it was switch off or getting freeze on stock kernel. Sometimes it is enough to change only one thing during cleaning and everything will be ok. Really make another one clean install from Philz kernel and don't forget to clean preload Nobody knows everything.
