It's under a Samsung proprietary license and should not be publicly available; they can send cease and desist letters to whoever uses it and DMCA take-downs to whoever hosts it. Microsoft holds patents/licences on it so it either come from them or Samsung.
Your kernel is working great on my european GS4.
For fun I tried to compile the european update-1 sources from Samsung.
I did everything according to the README_Kernel.txt. It compiles without errors, but when I flash it, there is No Sound and No SIM.
Yours is working fine, so is there something I missed?
