I think it was removed in the update. I had deleted it anyway with no ill effects.

Thumbs up Hotspot mod & WiFi working for me - must use Odin for modem
I tried a couple of times without the Odin step and the Wifi & Hot Spot would not turn on. I was stubborn and didn't want to Odin if I didn't have to. Before this upgrade to MF9, I was rooted at the baseband-MDC & build-MDL. Now software version, baseband, & build number are all MF9.

Thank you all for posting the code, steps & your experiences.

Update to MF9 Odexed, rooted, Hotspot mod & Wifi, 4-in-1 Reboot Menu all working great:

Step #0 - Backup, backup, backup and if you're not sure make backup. (I reverted twice until I used the following steps)

Step #1 - From Odin 1.85
Using S4 in download mode connected to PC to perform [tar.md5] MF9 boot loaders chain, modem, tz, rpm update:
mf9fullupgrade.tar.md5.zip, 27.12 MB with MD5: 3f35a3e769719c72f43bd82a1f4f4a03

Step #2. - From TWRP recovery

Used all posted URLs by OP to download Odexed ROM MF9 No Data Wipe Zip:
Stock_Rooted_Odexed_MF9_Rom.zip, 1.4GB with MD5: 503f35c922c019fa5d4aad3b64b3e78a

Step #3: (Do either one of these - I used option A)

Option a) flash both of these to keep currently in stalled recovery,
Downloaded Stock MF9 Firmware No Boot Or Recovery:
Stock_MF9_Firmware_No_Boot_Recovery.zip, 1.2MB with MD5: 4105a320032edf6853f714b11176a095
and this one
Download Stock MF9 Kernel: Stock_MF9_Kernel.zip, 8.4MB with MD5: ae6e8712be9492d4de374ade043851b5
(kernel version: 3.4.0-953334, se.infra@SEP-87 #1, Tue Jun 25 09:36:29 KST 2013)

Option b) or to replace Firmware, recovery & kernel in one step,
Download Stock MF9 Firmware Complete Except For Modem *This gives you all of the stock firmware, including recovery and kernel, except the modem. Stock_MF9_Firmware_Complete.zip, 19.5MB with MD5: b7ba1271c72ea86f49e2ebb7133cff79

Step #4: Add Hotspot mod Odexed - [MOD][Deodex][Odex][MDC][MDL][MF9]Hotspot Mod
MF9HotspotMod-Odexed.zip, 2.5 MB with MD5: b1f54ecf82719255ff39eb88d0095ccd

Step#5 : Add 4-1 Reboot menu - [MOD] 4-in-1 Reboot Menu {7/9/13} [All Versions]:
MF9RebootMod-Odexed.zip, 905.2KB with MD5: b0be6de09688a2937105294bc5247fc0

I want to do a complete reinstall starting from fresh, like a hard reset including wiping my internal storage completely after flashing the no data wipe. ROM because com.google.android.gsf.login keeps

I have the latest kernel, baseband, firmware, etc and native hotspot

I'm using TWRP

First post states the data wipe ROM doesn't delete the media folder

What steps do i take? Thank you

The files in my OP are for custom recovery. The only file you use for Odin is noobnl's.

If you want to wipe everything just do a factory reset.
