With your phone NOT CONNECTED :
It seems like you need to reboot your computer. Then once it is back up go into device manager and uninstall anything related to android or your HTC One. Then reboot again. Then install HTC Sync and the sdk again. Or if at this point you can install the naked drivers then do that. Once all that is complete reboot your computer again.
Then one it is rebooted you can now plug in your HTC one. It should automatically go through the process of discovering your phone and acting like it is installing drivers.
