Try trinity for stock based Rom or try beanstalk for cm based Rom

Every rom is the best for their users. At present I use Pa 4.3.1, not the latest one but very pleasing.

There is no "best" ROM/Kernel threads allowed on XDA. Head over to the development section, try some out and see which "best" suits your needs.
