Default EEPROM and Function Question

Hello guys,
There are boards which come with EEPROM integrated usually called the BIOS Chip. I read some notes on this and came to know that they come with

1 x Ground Pin
1 x Voltage Pin
x x NOT Gate/s

An EEPROM with 8 pins, I guess, has got one ground, 1 voltage and 2 NOT Gates.

Can I short the gates to erase the memory inside or do I need special equipment to erase or rewrite the byte inside?

This will be a very important answer for me.

Edit: Just came across HOW EPROMS Work, on a website, which says using UV Equipment to erase the memory inside....
