Phone [Q] Reboot loop?

I was given an EVO 4G that does a constant reboot loop. The phone boots to the HTC EVO 4G logo with white background, then reboots constantly. I can get to the recovery menu. I have tried wiping the personal data over and over again. I've taken the memory card out. I still cant get it to fully boot? Heres the info I pulled off of it if anyone can help,I'd greatly appreciate it. Thank you

How long are you on the white screen? Try flashing a stock Rom.

You may want to try to RUU back to completely Stock. Then start the Root process. I would make sure to get S-OFF . Being fully Rooted almost always simplifies things.
