Default Google Hangout(Way Around Carriers Charge)

I know this is an off topic. Im curious to know if its possible to do away with your sms/mms plan with your carrier and just use the hangout app?

Yeah you can choose to turn it off in the settings of hangouts I use the stock messaging app

are you being charged through your carrier for the sms/mms? If so, is their a way not to be? In example registering your google voice number instead of the carriers number

If you disable text then you won't be able to text. Chatting and Texting are different things. If all of your friends and family use Hangouts, then you can chat rather then text.

2 totally different things. SMS uses cellular texting service, while chatting uses data.

Hangouts just handles both.

Short answer to OP, if you sms/mms through Hangouts, yes, you will still be charged by your provider.
Hangouts..er to Hangouts..er = chatting, like IM = free
Hangouts..er to mobile# = texting, sms = charged
