Which ROMs?
Cyanogenmod ROMs had that issue until late November/early December. There was a coding issue that was uncovered that has since been patched. I have not had a hang at the Samsung logo since. I know this use to affect users with CWM (which I use) but I don't know about TWRP users.

I had the same problem for a while with CM Roms but have not had this issue since switching to KitKat
There is even no relevant between the problem issued with SD card.
I had the same problem when I inserted a bad SD card.
The phone couldn't pass the Verizon logo screen.
