Copy RkExplorer.apk to your System\App directory with any root capable browser.
Open terminal emulator (if you don't have, install it from market.)
type these commands in order.

Code:
su
mount -o remount,rw /system
cd /system/app
chmod 755 RkExplorer.apk
chown RkExplorer.apk --reference KeyChain.apk
ls -l RkExplorer.apk
reboot
And test after reboot...
I get as far as this

mount -o remount,rw /system
cd /system/app
chmod 755 RkExplorer.apk
chown RkExplorer.apk --reference KeyChain.apk
No such user 'RkExplorer'

Try
chown root RkExplorer.apk
or
chown root.root RkExplorer.apk

It must be like this
chown root RkExplorer.apk
or chown root.root RkExplorer.apk

Not like this
chown root.root RkExplorer.apk --reference KeyChain.apk

Which changes ownership of the file as root user, it is not everything but may help.
