Is installing ROMS on this update still safe to do as it was on 4.2? I already bricked it once trying to downgrade it...don't want to do that again.

Yes you absolutely can install ROMs. You MUST make sure that they don't contain a bootloader though. Most modified stock ROMs I've seen/used do not contain them and there is a way to tell before flashing. See post 3 in the following link for clarification and how to tell if bootloader is contained.
