Default S4 Won't Stay Turned Off?!

I'm using Jamal's S4 Google Edition 4.4.2 (Final-R3) although I was getting this issue on previous versions of the ROM.

Basically the phone won't remain in it's off state if I attempt to shutdown the phone as soon as it does it'll vibrate and start booting back up.

This as you can imagine is quite irritating..

How do I fix this?

Thanks in advance,

Current Phone:
Model: Samsung I9505 Galaxy S4
Android Version: KitKat 4.4.2
ROM: S4 Google Edition | Final-R3
GAPPS: OFFICIAL 0-Day PA-GOOGLE APPS (All ROM's)
Previous Phone:
Model: Samsung I9305 Galaxy S III
Android Version: Jelly Bean 4.2.2
ROM: Stock

Hi,

I imagine it's really irritating, I have this issue only when I turn the device off and put it to charge. You can try removing the battery for 10-20 seconds and putting it back, usually it works .
