Can I delete all these files in internal storage?

Default Can I delete all these files in internal storage?

Its all turning out to be a mess and when I flash I want to have a completely clean fresh device....

is it okay IN WINDOWS to delete all the internal storage files? Here is the screenshot so you guys have the EXACT idea of what I am trying to do...

I want to delete all those files. NOne of those files seems to be system folders so I should be okay right?

No do not delete any of those files. You need to let us know what baseband your device is on and we'll start from there.

Default Internal storage wiping

When I want to start completely fresh, I wipe the internal storage via TWRP before I flash a ROM.

It is located in TWRP under advanced wipe.

I would not suggest doing it using Windows Explorer.

I think you can wipe it all. AFAIK the rom you flash will populate the internal with what it needs.

I would, to be, safe, back up internal to your pc before formatting it--
ATT Samsung Galaxy S4/Rooted/TWRP 2.5.0.2/Wanam Xposed, or Gravity Box/Long Time MultiRom Flasher/Waiting For The Note 4--The Game Changer
