Default HTC One only charges when off or Fastboot mode

So I had my phone for about half a year. I got it at around July of 2012. It started acting up on Christmas. It wouldn't charge unless it was off. And it would disconnect and reconnect when it is charging. The only way to charge it without it disconnecting every 10 seconds is booting it through fastboot mode and charging it. Not sure if software problem or hardware problem. People have this problem online and their phones is fully stocked. Mine is rooted and has a Custom Rom. I changed the Rom and Kernal and still no change. Did anyone else have this problem?

This is a known issue, you should ask a replacement phone under warranty. Some users reported they solved this issue by cleaning the usb port with some kind of electrical contact cleaner. If it doesnt work, go back to stock and return your phone.
