Airplane mode, insane battery drain

See attached pic. Obviously, it hasnt actually been off charger over a day as shown by the gain on the graph. It has actually been about 12 hrs.

Ive tried various roms (aosp, stock, dn3, 4.1.2 - 4.4). The phone has no sim, i basically use it as a glorified ipod. It is always in airplane mode, everything connectivity wise is off except wifi. Why would the cell radio be using 61% of the battery when it is supposed to be off? Is there another way to disable it?

After trying a variety of things, the best battery I have managed is ~22 hours, with light use, everything sync off, minimal apps.

The cell radio still eats 50%+ of the battery. Even in airplane mode, checking the radio via terminal still shows it is on.

Is there a way to just kill the radio entirely? Flash a bad image, a kernel without a modem driver... anything? It never need work as a phone again, so I'm open to anything.
