Default [Q] trouble to unlock HTC one GPe bootloader

I have one HTC one GPe from google play store. The phone's ROM has been upgrade to 4.4.2 via OTA. I tried to use the method described in http://forum.xda-developers.com/show....php?t=2265618 to unlock the bootloader. Since it is true GPe, I first tried fastboot oem unlock, it does not work.
then I following the htcdev method to obtain the Unlock_code.bin, when I use the command
fastboot flash unlocktoken Unlock_code.bin,
there is no error message, but one should expect a popup window on the phone asked if you are sure that you want to unlock your bootloader. I did not see such disclaimer on the phone.

Is it because it is due to I have upgrade the ROM to 4.4.2?

my bootloader has the following info:

*****LOCKED *********************************
M7_UL PVT SHIP S-ON RH
HBOOT-1.54.0000
RADIO-4T.21.3218.21
OpenDSP-v32.120.274.0909
OS-3.62.1700.1
eMMC-boot 2048MB

Really appreciate any help.

Update:
I have even tried to downgrade the bootloader to 1.44 based on the tutorial:
http://htc-one.wonderhowto.com/how-t...bloat-0148220/
it does not go that far.

I first tried to change cid to 11111111 using:
fastboot oem writecid 11111111
Somehow, it won't change.
fastboot oem readcid returns: GOOGL001

Although I have downloaded bootloader 1.44 and change the first line of android-info.txt to my actual modelid to PN0712000 and repack into a zip file hb144.zip. Using command
fastboot flash zip hb144.zip does not flash the bootloader at all.

Is there any big change in bootloader version 1.54? Seems to me the old method of unlocking bootloader does not work any more.

Many thanks!
