i copy the system/app to sys and system but cannot create a new one


what is next step? in terminal?

Don't mess with /sys
Put just app folder anywhere on SD Card. (I assume you have not deleted anything else than /app).
Go to CWM, Mount System and SD card.
Flash Aroma File Manager zip with CWM. Now touchscreen works.Go to sdcard folder. Copy backed app folder to /system and give permission by long pressing folder as rwxr-xr-x
that is

V is tick mark.
After that reboot. Problem solved.
