Can it be mounted without root access on the 2013 Nexus 7, and can I directly access the files on it without some third party app? If I have to copy files over to the internal storage I might as well just copy them off my laptop.

I'm sorry if this has been asked before, I searched and couldn't find a definitive answer.

yes it can be mounted without rooting on the Nexus7 2013, but the only way to access & play files is with a 3rd party app...here is some info for you.
