[Q] Storage(ROM) becoming 16GB after flashing

I Recently flash my Nexus 7 to a mod rom, and I found the total internal storage becoming 11.29GB(16GB) total instead of 2XGB (32GB).

I have found some solutions to flash pgptXg.img (X is the total storage) through ADB from Nexus 4 forum, I just wondering if some one could share me his pgpt32g.img or tell me any other solution that work on Nexus 7 2013 LTE.

PS: I have tried to reflash the factory image, it's not work.

You don't have to.

What I did was flash a stock ROM to make sure everything's indicated normally.

Flash a custom recovery.

Flash Custom ROM.

if the output is still the same,

in the custom recovery, wipe everything at least twice.

Flash Custom ROM.

if that fails as well,

Wipe everything using Fastboot,

Install Custom Recovery

Sideload Custom ROM.
