Background/Wallpaper question

Where is the option to have no wallpaper in the launcher and lockscreen in 4.0.4? It uses memory so it has to go. I deleted all wallpapers I could find in the system itself. But still the wallapaer which is installed on a new system is still there after a restart. Even in the /wallpaper folder from the .settings folder in data/data has been deleted.

On 2.3 there was an option directly when I want to select a wallpaper.

How bad of a phone cant display a static image?
