if you look at post #13 @cschmitt was able to successfully flash it with locked bootloader and s-off, using:
fastboot oem rebootRUU
fastboot flash zip firmware_twrp.zip


make sure the zip isn't corrupt by checking MD5: d43c563c960d65f263d572b729e7c87f

you can use http://www.winmd5.com/ to check MD5


once you are in custom recovery you can use these adb commands to unlock: http://forum.xda-developers.com/show....php?t=2475914

Hey Guys, iam facing the same problem on my htc one

Edit.

i solve the problem by using

fastboot oem rebootRUU

It seems, that the first flash of the RUU.zip always failed. I directly try again and the flash runs fine for me.

Ive used this RUU file: RUU-HTC_One_GE-3.06.1700.10.zip

afterwards i was able to unlock the bootloader by "fastboot oem unlock"
