Anyone know if it is possible to add app shortcuts to the homescreen so they show when android loads up for the first time? It would be ideal if I could somehow edit the ROM zip file so I can flash this to many devices.

You just have to make a flashable zip for the launcher's data, which is in /data/data/packagename/shared_prefs
Titanium Backup can do that and create a flashable zip for you automatically, I think, but you can do it yourself as well.

Essentially what I was hoping to do is edit this zip so that I can flash it to multiple devices and make them all the same.

I don't think the Slate 7 Extreme can be rooted yet from some brief searching, so maybe we can do this another way besides using titanium.
