S4 automatically adding apn how to stop

I have a S4 and I use foxfi/pda net quit a bit my problem is that the phone keeps automatically adding the tether apn setting from my carrier. Which then seems to add tethering charges to my bill got a big one last month without known this. Anyway to stop the phone from automatically adding the apn to the settings.

You can edit that auto added access point.
You can modify the apn name, password, change the MCC, etc.
Thus make the 3G data connection not working.
