Dev's help request - restarting cell radio

Hi evyone, I'm living in South America with very bad networks (this issue did not happen with tmobile in the US). Whenever I enter a building or basement, I lose my cell connection, the triangle in the notification area becomes empty (as oppose to "zero bars" - it's kind of grey then) and only a full reboot gets me connected to the network again (I tried network search, airplane mode, etc.). There's an app that does that on the Play store but it crashes on my cm 10.2.
Would it be very hard for someone to whip out a script or small app that restarts the cell radio? I would appreciate very very much.

which is in fact a shortcut to an obscure *#*#4636#*#* system menu. Turning radio on/off there does the trick.
Now, if only there was a direct link to the on/off toggle on that menu!

Ps turning on off there does not always work
