HELP! DELETED MY OS!! Recovery not helping

I'm a noob with an HTC One M7. I tried flashing Cyanogen Mod 10.1 but it just exit the installer before being finished. I've managed to flash TWRP Recovery but cannot wipe the dalvik cache or data. This prevents me from flashing a new rom as the install fails no matter what ROM I try to flash. Please help!

if your able to use ADB wipe it from there

adb shell
this will tell you if its connected to adb
if nothing shows up its not connected

adb shell
recovery --wipe_data
