Used phones still programmed with old phone number even on new roms?

Can someone explain to me how this is, or why this is?
Got an android phone used for develeopment/modifications over wifi, but am confused as to how the previous owners phone number still shows up in the Settings > About Phone > Status dialogue.
With no SIM card, completely wiping everything, how does it still show up on new roms?

Ok, so the phone is CDMA and doesn't have a sim card slot.
I assume the previous owner is like hardcoded (not even sure what that means) in there?
And it's difficult or impossible to delete that information because of worry about stealing phones or something?

Or is it not even programmed into the phone, but synced every time from the carrier who originally locked it?
Meaning even though there is no cell phone service the cell radio is still active and can ping something to the phone which detects its IMEI number or something?

And so if one deletes the radio files for cellular service, that is gone?
