I don't really know how you can do it on Android, but it sure is possible on desktop PCs. On Ubuntu use Gparted, and on Windows use MiniTool Partition Wizard... don't forget to use an SD card reader for repartitioning..
Oh and btw, Windows is a bit primitive and cannot read 2 or 3 partitions on a flash drive/SD cards. You can repartition it using MiniTool, but to view the secondary/tertiary partition you need Linux. Windows will just read it as a single partitioned SD card, listing only the primary partition.
