HSPA and HSPA+ is the same. If your phone is Capable of HSPA+ it wont use HSPA(3G)
If you have a HSPA or 3G phone such as Nokia Lumia 521 it will be only capable of 3G Speeds
Because the Nexus 5 uses Both HSPA+ and HSPA it uses HSPA+ for data and uses HSPA for Calls and Dormant state ( Inactive data when phone is sleeping or screen off)
To answer your question generally yes HSPA+ should be faster but it depends on the sector and distance and quality of the signal source.
