after flashing ROM always boot into TWRP

I flash
[ROM][4.2][01/31/2014] Grievous 4★NOTE PRO THEME ★ PERFORMANCE ★ STABLITY

and select "Reboot System" then I'm prompted with "Fix Superuser Permission?" and I swipe to fix and the system reboots. Then It always boots into TWRP and I can't normally boot.

I tried again and selected do not fix and it still just boots into twrp each time.

For anyone else having this problem I figured out a solution (though maybe not a good one). If you don't wipe the cache it works fine for some reason.
